Tactical Handguns for UTK and VAT69

SHAH ALAM: Hot on the heels of the tender for thirteen sniper rifles for the FRU, the Procurement Division of the Home Ministry has issued a tender for five hundred tactical 9mm pistols for the UTK and VAT69.

Both the UTK and VAT69 operate counter-terrorism teams. Out of the the five hundred 9mm pistols, fourty-hundred and eighty will be in the standard barrel while the other twenty must be with a threaded barrel so it can mount a silencer.
Some of the specifications:

TACTICAL HANDGUN (STANDARD BARREL)
1.1 The Tactical Handgun (Standard) shall operate on recoil action and able
to extract and eject the empty cases, reload and re-cock itself after every
shot when firing with or without suppressor.
1.2 The pistol must be equipped with a mechanism in which the pistol can
be made to fire safely when fully submerged underwater or in between with
probability of having water inside the pistol without any assist by the shooter
to rake the slide (except for the first shot) between shots.
1.3 The Tactical Handgun (Standard) must have at least minimum three (3)
automatic independently devices safety features.
1.4 All components shall be interchangeable without any adjustment.
1.5 The Tactical Handgun (Standard) shall be magazine fed and the
magazine release button shall or can be made reversible/ ambidextrous
without special tools.
1.6 The Tactical Handgun (Standard) user shall be under no circumstances
be endangered by the case ejection during firing. (Case ejection pattern at
1200 Hrs will not be accepted).
1.7 The Tactical Handgun (Standard) shall be fitted with slide catch that
ensures the slide remain opened when the last round has been fired, thus
signaling that the magazine is empty.

2.1 The Tactical Handgun (Threaded Barrel) shall operate on recoil action

Apart from the pistols, the bidder must also supply fourty suppressors; five hundred holsters (although it should be 1,500 actually, as three types are required – thigh, waist, and tactical belt ones – unless can supply one which could use for all three types of application), five hundred lanyards and five hundred double pouch magazines.
The lead man in a VAT69 CT team who carry the armoured shield uses a pistol as his weapon. PDRM.

Other accessories to be supplied are five hundred tactical light laser illuminators; two-hundred and fifty optical sights (The Optic Sight magnification is 1X and the red dot for optic sight is 3.25 MOA and adjustment per click is 1 click = 1 MOA); two-hundred and fifty optical sights (Optic Sight magnification is 1X and the reticle for optic sight is 2 MOA 32 MOA circle.The adjustment per click is 1 click = 1.5 MOA); twenty spare threaded barrels; and five-hundred RFID tag and its RFID tool kit. Training for weapon handling and armourer courses for fifty person.

Bidders must also supply

1) sample of Tactical Handgun
complete with accessories such as :- 1. Holster set; 2. Lanyard; 3 . Double
magazine pouch; 4. Tactical light laser illuminator; 5. Optic sight 1 2; 6.
Suppressor; and 7. RFID Tag and RFID tool kit is required for the purpose
of test and evaluation with 200 rounds of 9x19mm ammunition. Also include
brochure for extra information of the Tactical Handgun and all the
accessories for the evaluation. Costs to be borne by the tenderer. Tenderer
failing to comply with this requirement shall be rejected

There is no requirement for police personnel to conduct the full acceptance tests in the manufacturing country. The FAT of the pistols and accessories will be done at the police main warehouse in Shah Alam, Selangor.

The indicative cost for the five-hundred pistols and accessories is RM10 million (which includes insurance and freight) which means each handgun set cost some RM50K each.
