RMN No 2 Uniform Tender Result

SHAH ALAM: The Finance Ministry has issued the Letter of Award of RM19,636,609.20 to Persada Klasik Sdn Bhd for a tender to measure, sew, supply, and delivery of No 2 Alfa (working uniforms) for the RMN for a period of three years. The publication of the award was made on January 27. Persada Klasik registered address is in Jalan Jelatek, Kuala Lumpur.

The tender for the uniforms was published on July 3 last year and closed on September 12. The number of uniforms to be supplied is 102,822 pairs (male) and 13,686 pairs for female sailors and officers. The No 2 uniform is the working attire of the RMN like the No 3 uniform with the Army.

Based on the number of uniforms ordered and the LOA, each uniform cost some RM168.52 each. This is also similar to the indicative cost for the Army No 3 uniform tender as posted by Malaysian Defence previously.

The Defence Ministry has issued tenders for uniforms in bulk which it has not done so in the last few years for unknown reasons. The biggest tender is for 334,485 pairs of No 3 uniform or dress for the Army for a period of three years.

Two other tenders are for 40,365 pairs of ladies No 3 uniform also for the Army and No 1 ceremonial dress for the lower ranks of the RMAF. Both are also for a period of three years.

Like the Army, the RMN has not issued a big tender for the No 2 uniform for the last four years, the last one was in 2020. Like the Army, RMN via its main units like the Depot Barat under the Western Fleet Command in Lumut has published separate quotation notices for around 1,200 working uniforms for the last few years. The last one was published in January this year and the LOA was awarded to Pakaian Saling Erti Sdn Bhd. The LOA figure was not revealed.

  1. “Pledging to be bribe free”. It’s come to that. Why can’t we get the politicians to make a similar pledge. As if it would actually make a difference.

    The digital camo has replaced the one piece fire resistant “Action Working Dress”.

  2. A Brit company has been selected to supply triple torp tubes for the LCSs. This is in place of the ones ordered from Contraves Advanced Devices. Strange, I was under the impression those were from a Brit company, J+S. No idea Contraves does torp tubes. Or was it Contraves supplying tubes from J+S?

    It is just a contract extension, of the original torpedo tubes contract.

  4. Wait a minute,i thought their digi uniform is 1 attire fits all ocassions?
    Why after all these years,TLDM still hold on to colonial type of attire?
    SAF break from colonial tradition be it in attire and ranking system.
    There’s no need for so many uniform for different ocassions,the mat saleh needs different type of uniform because of their 4 season climate.
    What TLDM needs is for no2A uniform lomg sleeve shirt with tie for warrant officers & commission officers,blue jacket(coat) beret instead of peak cap,blue pants.

  6. Good for the SAF. As for us, should the army do away with the regimental system, officer’s mess, stable belts, batons, RSMs, etc? The RMN is a creation of the RN and inherited all its traditions. Certain things we have shed; others we have not. Like it or not we have a colonial past. Does holding on to certain traditions have a detrimental affect on the ability of the armed services to do their job? No.

  7. Traditions are meant to go if it no longer suits its purpose. For us, such colonial traditions moreso.

    If traditions are end all be all no questions asked, the Brits would still be marching in heavy woolen Redcoats wherever they fight.

    Just as my questioning on TDM various types of outfits, I question does TLDM also need so many variety per person?

  8. They have three uniforms, the No 1, No 2 and No 3. Like the Army and RMAF, they are also issued gear for exercises together with the shoes. Even the SG armed forces retained similar type of uniforms and the exercise gear.

    On the question whether they need the variety of uniforms? Yes, they do. The No 1 uniform is used for formal events, No 2 is a working attire and No 3 digital camo is for field work. Paskal of course has their own camo and recently, the divers also got their own uniform as with the aircrews with their flight suits.

    As said, certain ones have been fine way with, others no.

    If we wanted to totally do away with inherited traditions the army would have artillery battalions not regiments, we would not have the regimental system, no RSMs, no mess dinners, etc, etc.

    You make it sound as if every member of ship crew is issued with cold weather jackets in the off chance that they’ll be deployed to the Arctic region and that every single army man has 7-8 uniforms.

    As Marhalim has pointed out; there is a reason why the RMN has several uniforms. Hardly “unecassaries” as you described it. They serve a function; it’s not for fun or an attempt to waste taxpayer’s funds.

  12. Dear Sir,ATM can save taxpayers monies by T-loan #1 uniform to its staff that needs these uniform for functions or parade,it will be stored in central storage warehouse in each military camps be it TLDM,TUDM,ATM.these atire are not often use,so is the istiadat uniform.
    Thus all military personell will only be issued or bought for themself no3,no4 and PT kit uniform only.
    Peak cap are not cheap but berets are.
    White shoe are rare to buy unless custom order but black court shoes are everywhere and cheap.So maybe now we can see where the saving of taxpayers money can be done.
    And Sir that is how much ATM can save taxpayers monies and many more can be done if ATM dont follow colonial traditions.

    As mentioned before, some traditions, have been binned. Others not, it’s traditions which enable unit or regimental pride, ethos and identity. Without without tradition the army must as well do away with the regimental system, RSMs, stable belts, mess dinners, etc, etc. Should we, adopt the goose step to do away with the style of matching we inherited?

    Like it or not traditions have a place to play: like it or not; colonial tradition is part of our history. BTW our colonial masters also laid the foundations of the legal system; civil service; EPF and Special Branch; amongst other things. Should we also do away with those too or have a total revamp?

    If saving cash is your primary focus; lots of areas you can focus on rather than the issue of uniforms. It’s not as if ever army man has 8 uniforms or RMN people being issued with cold weather gear in case of the odd deployment to the South Pole.

    I think our textile sector is intentionally deprived of investment due to it being a “dirty” and labor intensive sector as plenty of FDIs related to textile sector being declined to enter Malaysia

  15. At one point South Korea either made or sold the cloth for camo used by various countries. Now a major exporter of camo for countries in Africa and the Middle East is – no surprise – China.

  16. yeah and I saw a video of some middle eastern soldier died after being violently cremated by a burning vehicle. the uniform practically melted on that sob body

    A proper camo uniform should have fire retardant properties (and incest repellent properties for tropical version) and the uniform should at least smolder instead of literally catch on fire.

    I reckon those middle eastern camo (especially the ones used by iraqi, iranian or yemeni soldiers) were low grade plastic using 2nd hand pellet from recycled plastic bottle due to how they are at catching fire

    Cost and practicalities at play. Brit troops for example don’t have fire resistant camo but Apache crews do. Not even the Americans issue fire resistant camo to each and every service member.

    No. I have Iranian and Iraqi camo shirts. Quality is average and not plastic.

  18. Talking about burning. Many years ago I recall reading somewhere that during the war with Iraq, Iranians who volunteered to clear minefields by walking or running over them or those participating in human wave attacks were given keys to open the door to paradise. The problem is that many keys were destroyed or burnt along with their owners so metal keys were then issued.
