More Support Vehicles

SHAH ALAM: In a previous post, I stated that the Army will be buying a lot more support vehicles as the funding for them for 2024 is 733. The funding, it appears, is not only meant for the Army but the Armed Forces Headquarters (Markas ATM) as well.

As you are aware the Markas ATM heads the three services and apart from its own headquarters, it controls directly the Malaysian Defence Intelligence Organisation (MDIO) and the Joint Force Headquarters (JF).

Therefore, the Markas ATM also needs its own vehicles as well for its units directly under its control. It must be noted that most of the vehicles under Markas ATM and its units will be manned mostly by Army personnel either from the Services Corps and other units.

Anyhow, four tenders and three quotation notices were floated separately for Markas ATM from July 18 to July 24. The vehicles sought are utility and promotional vans, three tonne general services cargo trucks, utility and general services one-tonne trucks. Interestingly, the four tenders have indicative prices like the ones issued for the police ones which is not mentioned in the Army support vehicles tenders.

The first tender is for thirty-eight utility vans with an indicative cost of RM6.8 million. A short version of the specifications of the utility vans being sought:

The Utility Van shall be a comfortable, high performance, all weather and dependable vehicle offering excellent capability. The Utility Van shall be stable to operate in any road conditions. The Utility Van shall be able to seat at least 15 including a driver.

The second tender is for thirty-four three tonne GS Cargo trucks. The indicative cost of the trucks is RM17.7 million. Some of the specifications:

OPERATING CONDITIONS Battle Field Missions. It shall be able to sustain operations except for servicing and maintenance in conditions where the daily mileage logged will average about 350 km of which 50 % anticipated travelling on surface roads, 30 % on prepared tracks and 20 % cross
country.
Reliability. It shall be consistently performed to its intended or required function, mission and without degradation and failure.
Mobility. It shall be able to operate in all type of weather and terrain in full combat weight with high-maneuverability
Engine. It shall be a turbocharged diesel engine.
Transmission. It shall be a fully automatic transmission.
Chassis. The chassis structure shall give extremely high torsion resistance
protecting superstructures from torsion stresses.
Drive. It shall be 4 x 4 driven with differential locks on all axles.
Weight. It shall have the following weight criteria: i. Gross Vehicle Weight. It shall be at least 10,000 kg (including its standard fittings that fixed to the vehicle). An estimated GVW endorsed by authorized body shall be provided.
ii. Payload. It shall be at least 3,000 kg and able to accommodate at least twenty (20) fully equipped personnel. A permitted payload certificate endorsed by authorized body shall be provided.

The third tender is for fourty-six one tonne 4X4 GS Cargo Trucks which has an indicative price of RM13.3 million.
Some of the specifications:

It shall be consistently performed to its intended or required function, mission and without degradation and failure.
Driver and Crew Compartment. i. It shall be designed to accommodate for at least three (3) personnel
Cargo/Troops Compartment. i. It shall be provided with seat for 8 troops at rear compartment.

Global Komited Sdn Bhd Maxus 4X4 truck. Suitable for the one-tonne utility 4X4 truck tender. Global Komited.

The fourth tender is for thirty-four one tonne 4X4 utility trucks with an indicative price of RM9.86 million. Some of the specifications:

Engine. It shall be a turbocharged diesel engine.
Transmission. It shall be a fully automatic transmission.
Chassis. The chassis structure shall give extremely high torsion resistance
protecting superstructures from torsion stresses.
Drive. It shall be 4 x 4 driven with differential locks on all axles and equip
with Limited-Slip Differential (LSD) shall be able to switch from 4 x 2 to 4 x
4 system.
Weight. It shall have the following weight criteria: i. Gross Vehicle Weight. It
shall be at least 3,000 kg (including its standard fittings that fixed to the
vehicle). An estimated GVW endorsed by authorized body shall be
provided.
ii. Payload. It shall be at least 1,000 kg and able to accommodate at least
five (5) fully equipped personnel. A permitted payload certificate endorsed
by authorized body shall be provided

The three quotation notices issued separately are for two Type A vans and a single Type B van for use during promotional activities. Parts of the specifications:

There is a requirement to equip the Malaysian Armed Forces with a suitable transportation for non-operational task. At present, the army units are using operational vehicles such as one ton truck for non-operational tasks. The Outreach Multi Purpose Utility Van Type (A) shall be deployed for all administrative tasks. The space provided shall be able to accommodate at least a driver, a co-driver and 4 passengers with ergonomically designed for comfort.

  1. This is all nice but MR M how about the big ticket items tender like SPH,Adnan Slep,HMAV/HMLTV and maybe additional LG Mk1? Some of their tenders are supposed to be float this year right? or maybe need to wait until after budget tabling on october or maybe early next year?

  2. Indeed it is sad where our priorities go. We constantly harangue the lack of money but here we see money got but instead went to logistics & softskin vehicles. 733 units per year alone is not a small sum either. Say an average cost RM 250k per unit from pickups to big trucks, we would spend RM 183mil in 2024 alone! How many more frontline combat vehicles we could have bought with that money!

  4. Whats the purpose of an army? To fight & defend (or attack). Their not Lalamove.
    For now their not in dire need for trucks & transporters as these are bought on regular basis. And there are also civvie ways to move troops in peacetime. What we truly lacking and where we should put money is frontline combatants.
