SHAH ALAM: The Procurement division of the Home Ministry has issued a tender for the lease of 146 superbikes for the police to escort VVIPs and 35 more machines for security operations. The VVIPs to be escorted are sultans, crown prince and governors. The tender was published on February 29 and closes on April 9. The tender is valid until April 4, 2025.
The specifications for the escort superbikes are new touring superbikes in white colour; at least 1200cc and a torque of not less than 125Nm; crash bar or side protection; equipped with right/left side boxes; beacons and appropriate lightings.
The lease period is 60 months and the winning bidder must also have spare bikes available in case of repairs or accidents, within 24 hours. The winning bidder will bore the cost of road tax, insurance and maintenance of the superbikes during the whole duration of the leasing period apart from the training on the superbikes prior to delivery.
The superbikes for security operations must also be new touring superbikes in white, with at least 1000cc with a torque of not less than 125Nm; crash bar or side protection and beacon lights. The lease period is 60 months and the winning bidder must bear the cost of training, road tax, insurance and maintenance during the contract period. These superbikes are likely for UTK assigned for close escort mission and also for other security operations.
The estimate price for both are RM64.074 million.
Meanwhile, the division also published a tender for eleven glass reinforced plastic patrol boats together outboard motors, trailers and associated equipment. The tender was published on February 28 and closes on March 29. The estimated cost of the tender is RM4.6 million.
The specification called for a GRP or explorer boat about 11 meter long, with two outboard each with 150hp and capable of carrying 12 crew. The boats will be by the Marine police for island patrol, inshore rescue and transportation duties.
During the patrol, rescue operation and transportation there is a requirement for the boat to be single-handed maneuverability on land as well as during launching and retrieving. The Explorer boat should be fitted with a set of wheels on the transom so that it can be dragged on variety of surfaces such as packed and or gravel, tidal areas, grass, concrete boat ramps and
bitumen car parks areas.
In calm water condition, the boat at full load displacement with twin outboard motor, developing maximum continuous output, a top speed of not less than 30 knots shall be achieved. At speed of 30 knots, the boat shall have a minimum range of 180 nautical miles.
The patrol boats being sought are dissimilar to RHIB patrol boats normally operated by the Marine police. Based on the specifications, they will look more like boats used for leisure and even by smugglers. It is likely these patrol boats will be more stealthy than the normal RHIB patrol boats.

As for the boat tender,

main requirement = single-handed

I cannot imagine how would can a person "single-handedly" maneuver a 11m boat with massive twin 150HP outboards on transom wheels.
