Helicopter Leasing Deal Signed

SHAH ALAM: The government on December 19 signed the leasing deal for helicopters with Weststar Aviation Sdn Bhd for use of ministries and agencies. Not many details have been issued so far but RMAF posted on Facebook today on the signing ceremony at Putrajaya.

PUTRAJAYA, 19 Disember 2024 – Panglima Tentera Udara, Jen Tan Sri Dato’ Sri Mohd Asghar Khan bin Goriman Khan TUDM telah hadir ke Majlis Menandatangani Perjanjian Perolehan Helikopter untuk kegunaan kementerian dan agensi kerajaan melalui kaedah pajakan aset secara penswastaan bertempat di Putrajaya.
Perjanjian ini menandakan kesungguhan kerajaan dalam memperkukuh keupayaan operasi dan logistik udara agensi-agensi terlibat termasuk TUDM.
Pendekatan penswastaan melalui mekanisme pajakan ini dilihat sebagai langkah strategik yang bukan sahaja dapat meningkatkan keberkesanan perolehan, malah memastikan pengurusan sumber dilakukan dengan lebih cekap dan berkesan.
Kaedah ini juga dianggap inovatif kerana berpotensi untuk menjimatkan kos jangka panjang tanpa menjejaskan kualiti mahupun fungsi aset yang diperoleh.

Chief Secretary to Government TS Shamsul Azri Abu Bakar had this to say on the leasing deal:

Malam ini, saya hadir ke Majlis Menandatangani Perjanjian Perolehan Helikopter untuk kegunaan kementerian dan agensi kerajaan secara penswastaan melalui kaedah pajakan aset, yang berlangsung di Putrajaya.
Perjanjian ini mencerminkan komitmen kerajaan untuk memperkukuhkan keupayaan operasi agensi berkaitan, terutama dalam melaksanakan tugas-tugas kritikal yang memerlukan sokongan logistik udara.
Pendekatan penswastaan melalui pajakan aset ini adalah langkah strategik yang bukan sahaja meningkatkan keberkesanan perolehan tetapi juga memastikan penggunaan sumber secara lebih cekap dan optimum. Ia merupakan kaedah inovatif yang mampu menjimatkan kos jangka panjang tanpa menjejaskan kualiti atau fungsi aset yang diperoleh.
Semoga perjanjian ini menjadi titik tolak kepada lebih banyak kerjasama strategik pada masa hadapan demi kepentingan negara dan kesejahteraan rakyat.

Note apart from the RMAF chief, both the RMN and Army deputies were present at the signing ceremony as with the Mindef Secretary-General. Both the RMAF and RMN have been confirmed to be part of the leasing with the Army getting in as well as reported here.

  2. One lousy contract signing event done in hotel. Pay the contractors & pay the hotel. Why can’t u sign without ceremony paid by the people?

    As of now, many publicly available evidence shows that the above is not true until is proven. We are just wasting more money long term. We need an audit to compare the total leasing cost and overall cost of outright buying and operating for 15 years

    So Weststar is getting richer and richer……

  5. Guys, the innovative part is true. Instead of traditional one of deals for cronies, we have decades long deal to sustain the crony and ensure their helang offsprings will never know poor. Isnt that innovative?

    Is this Madani government β€˜so dense’ that it can’t see it’s just enriching Westar instead of spreading the mark-ups and commissions to a number of vendors and middle-men?
    What are the helicopter owner’s pre-conditions if we are faced with an insurgency or combat situation? Is the contract ala Spanco?
    To be honest, we’re already using HS125s or its clones. Just continue using this type. Cheaper helicopter? Yup, ada, ada! Get the Russian MIL17 or MIL171 types.
    I am increasingly thinking I am getting more bitter as I age, but quickly snapped out of it when I remembered a change in government doesn’t guarantee that the characters in Dumb and Dumber are irreversibly dead!

  7. I was told that in a pinch, the Armed Forces will go ahead and used the helicopters and let the government and company decide on whether or not extra payment was needed to cover the situation.

  9. What a waste of time and money voting. Same face, same attitude, same old cronyism. Be it previous or current government, nothing, and I mean ABSOLUTELY nothing is different. Just the same old practice from the time of Mahathir.

  10. It was not an international tender and stated by PMX in Parliament, they went for a RFP to four local companies.

    Anyhow, Leonardo Malaysia cannot even participate in local tender for spare partss and technical items for their own helicopters and likely with the MPA as well once they are in service.

  12. It must also be noted that the civil servants who have been indoctrinated with the kita nak perang dengan siapa mantra for the last thirty years also had a big say on the leasing deal. I am not defending PMX but such thinking make it easier for the leasing deal to go through as they will be obsessed with the total cost of ownership BS.

    and yes, it was the old man that brought we are not going war mantra despite his sabre rattlings and machiavelli ways in the 80s.

  13. When Mahathir is finally gone, my only regret is that he didn’t gone sooner. He brought no changes to whatsoever to the armed forces. The only he’s good at is building up cronyism, and building useless project like tall buildings. The only positive things is Putrajaya. Even that is controversial.

    Even other countries (Poland in this case) total cost of ownership, of the Aw149 at a larger quantity (32 armed AW149 vs 28 mix with AW139, AW189 & bell 429) at a longer period (to end of life instead of just 15 years) with more included (local assembly line, cost for armed versions, training+simulator, mid life upgrades) that cost less than half of the RM16.5 billion absurd lease (EUR 1.76 billion or around RM8.2 billion)

    Not just the civil services but politicians from both sides as well, moreso from those who were in Opposition, now Govt, and worse its not like our defence industry has earn their keep with the various failures & failed businesses plus the high markups which they do their business did not ingratiate themselves to the enduser services when we have to pay more money but get less stuff.

    In the interest of national security, if said local companies could not sustain doing long term maint then might as well revert all jobs back to the services Maintenance dept/section.

    As for the total cost of ownership BS, the proposer must have done some world class financial gymnastics to able to justify the huge gap in cost between this lease and buying, or perhaps one those PM succinct decisions.

  16. So let me get this straight.For those 15 years this 28 leased helos cost roughly 606m perunit including training and maintanance but still without armament and ammo right? more expensive than kai fa50m? why not add those instead?

  17. The first leased AW139 (M104-05) from Weststar under the recently signed deal, has arrived in Kuching airbase, according to socmed release by RMAF.
