SHAH ALAM: The Finance Ministry has issued the Letter of Award of RM20,412,225.00 to Riqhas TNR Sdn Bhd for the supply and delivery of coloured smoke and tear grenades for the Royal Malaysian Police or PDRM. The publication of the LOA was on March 27.

The tender for the grenades was published on August 19, 2024, and it closed on September 28, a period of forty days. The indicative price of the tender was RM22.680 million.

As for the coloured smoke grenades, 44,000 were sought. Some of the specifications:

1.1 The colored smoke grenade (CSG) is a canister-type grenade used as a
signaling device, target or landing zone marking device, or as a screening
device for unit movements.
1.2 The CSG able to released dense cloud of colored smoke when safety pin
pulled out.
1.3 The CSG shall pose no danger of permanent injury or death to user.

As for tear grenades, three types were sought. The first is hand-thrown CS grenade of which 24,600 were sought.

1.1 The Grenade Tear Smoke (CS) generates large volume of Tear Smoke
(irritant agent) and designed for law enforcement purposes.
1.2 The Grenade Tear Smoke (CS) shall content with CS gas
(2-chlorobenzylidene malononitrile).
1.3 The Grenade Tear Smoke (CS) shall be easy to launch by hand.

The second one is 14,000 CS grenade in 37/38mm calibre for use on the riot gun.

2.1 The Shell Tear Smoke (CS) generates large volume of Tear Smoke (irritant
agent) and designed for law enforcement purposes.
2.2 The Shell Tear Smoke (CS) shall content with CS gas (2-chlorobenzylidene
malononitrile).
2.3 The Shell Tear Smoke (CS) shall be easy to launch by the Riot Gun.

The third one 7,500 CS grenade in 40mm calibre for use on the riot gun.

3.2 The Shell Tear Smoke (CS) shall content with CS gas (2-chlorobenzylidene
malononitrile).
3.3 The Shell Tear Smoke (CS) shall be easy to launch by the Riot Gun.

Meanwhile, SRF Solutions Sdn Bhd was awarded the LOA of RM5.780 million for the supply and delivery of ninety-five working dogs for use in detecting narcotics, explosives and weapons, cadavers, and manhunting. The tender for the canines was published on July 1, last year and closed on July 31.

Some of the specifications of the tender:

BADAN Anjing mestilah mempunyai rupa bentuk yang sihat dan
mempunyai bentuk badan yang tegap, anjing yang akan dipilih adalah
daripada kategori ‘Working Line’.
1.2 BUNYI Anjing yang dipilih tidak boleh takut kepada pelbagai jenis
bunyi serta pergerakan. Anjing–anjing juga tidak boleh lari, takut dan
gelisah apabila diuji semasa ujian pemilihan dilakukan. Contoh bunyi
seperti :- a)Tin kosong b) Mercun c) Kaca Pecah d) Enjin Kenderaan
1.3 KEGANASAN (AGGRESSION) Anjing hendaklah mempunyai
keganasan yang sesuai dan tidak terlalu garang. Boleh bertindak agresif
dan bertindak apabila ada ancaman dari pihak lain. Ujian gigitan dengan
sleeve dan tanpa sleeve akan dibuat semasa ujian lapangan dijalankan.
1.4 MENYALAK Anjing berkeupayaan menyalak dengan baik.
Mempunyai bunyi salakan yang efektif dan konsisten (kekal).
1.5 MENGHIDU Mempunyai daya penghiduan yang semula jadi dan
berkesan. Semasa ujian lapangan dilakukan, anjing perlu mempunyai
minat untuk mencari dan menghidu.
1.6 RETRIEVING Anjing perlu mempunyai keinginan ‘retrieving’ yang
baik dan boleh mengesan barang atau apa jua artikel tanpa
menghadapi sebarang masalah semasa penghiduan.
1.7 MENGGIGIT Anjing mempunyai kebolehan menggigit yang kuat dan
padu. Anjing tidak boleh teragak-agak untuk mengigit sleeve. Perlu
mempunyai kebolehan Prey Drive bukan Defence Drive semasa ujian
lapangan dilakukan.
1.8 BERTINDAK (ABILITY) Kebolehan untuk bertindak dalam apa jua
suasana dengan cepat dan tidak takut apabila diserang(dalam keadaan
terang dan gelap).
1.9 PERANGAI / TABIAT (TEMPERAMENT) Mempunyai perangai atau
tabiat (temperament) yang baik (not easily excited). Anjing akan dinilai
