KUALA LUMPUR: Barely two weeks after Malaysian Defence lamented on the lack of personal safety equipment for General Operations Force personnel patrolling our borders, PDRM announced a tender for ballistic helmets. See below.
Without the tender documents in my hand, I have no idea how many ballistic helmets they are purchasing and what units they are intended for. I hope it is for the GOF and not not meant for units involved in UN operations. With the recently announced additional allocation of RM150 million, I believe that the PDRM can only purchased not more than 20,000 helmets.
With some 15, 000 GOF and Marine police personnel, it is a tight squeeze.
The rest of the money should be used to purchase body armour, Level IV (for high velocity rounds or long arms for those patrolling the borders and Level IIIA (for low velocity/handguns) for the rest of the force.
With some 80,000 personnel and with another 60,000 being recruited, the additional allocation would not be enough if one was to add the need to purchase new weapons, radio and night vision systems.
What is needed is smarter procurement policy. Simulators are good addition to a modern law enforcement authority but at this moment in time, personal safety equipment trumps others.

Dokumen sebut harga boleh diperolehi mulai 29/10/2007 di Cawangan Perolehan Teknikal, Blok 8, Jabatan Logistik, Ibupejabat Polis Diraja Malaysia, 50560 Bukit Aman dengan mengemukakan Salinan Sijil (fotostat) dan menunjukkan Sijil Asal Akuan Pendaftaran Kontraktor dalam bidang berkaitan dan/atau Sijil Pendaftaran Kontraktor Bumiputera yang dikeluarkan oleh Kementerian Kewangan.
Sila beri sebut harga untuk bekalan barang-barang/perkhidmatan yang disenaraikan di bawah tertakluk kepada syarat-syarat yang ditetapkan.
